We’re excited to announce that the co-op is one step closer to bringing the Healy Clean Coal Plant online. Today, Federal District Judge Beistline approved our joint Consent Decree (think agreement) with the Alaska Industrial Development and Export Authority (AIDEA) and the Environmental Protection Agency (EPA). As part of the agreement, Golden Valley has committed to install additional pollution controls on both Healy I and HCCP. Read more about the agreement.
The agreement resolves concerns that the EPA had with the Alaska Department of Environmental Conservation with regards to renewing HCCPs air permit. A valid air permit is required to operate the plant.
GVEA’s Board of Directors has set aside funding in the 2013 budget for restart activities. We are currently working to finalize the environmental review process required by the Rural Utilities Service and are soliciting proposals from engineering and environmental pollution control firms.
We expect the restart of HCCP by March 2015.
